4 Sustainability Appraisal of the Strategic Framework
4.1 Appendix 5 takes the 25 IRF objectives and relates them
specifically to the Leigh Park Strategic Framework. An assessment
has been undertaken of the principles which are sought from the
Framework, as expressed through the aims of HBDWLP policy UA3
against the IRF objectives. Whilst all the IRF criteria have some
relevance to Leigh Park and the Strategic Framework, only the
criteria which are considered to have the highest relevance to the
principles of policy UA3 have been identified.
4.2 As part of the scoping of the Sustainability Appraisal
Report the IRF objectives were presented to a Stakeholder workshop
in February 2005, which was made up of Councillors from throughout
the Borough. The Councillors were asked to indicate the objectives
that they considered have the highest priority in relation to
Havant town centre. The Councillors ranked the top seven criteria
in the following order:
- To ensure that everyone has the opportunity to live in a
decent, sustainably constructed and affordable home
- To develop and maintain a skilled workforce to support
long-term competitiveness of the region
- To raise educational achievement levels across the region and
develop the opportunities for everyone to acquire the skills needed
to find and remain in work
- To ensure high and stable levels of employment so everyone can
benefit from the economic growth of the region
- To improve efficiency in land use through the re-use of
previously developed land and existing buildings, including re-use
of materials from buildings, and encourage urban renaissance
- To reduce crime and the fear of crime
- To reduce poverty and social exclusion and close the gap
between the most deprived areas in the South East and the rest of
the region
4.3 In the table at Appendix 5 the objectives have been
categorised as high medium or low priority in accordance with the
scores received at the workshop.
