MONITORING AND REVIEW

 
485. Local planning authorities are required to keep under review the matters which may be expected to affect the development and planning of the areas to which their development plans apply, by virtue of the provisions of the Planning and Compulsory Purchase Act 2004. Matters which local authorities are required to keep under review include:
  • The principal purposes for which land is used in the area;
  • The size, composition and distribution of the population of the area;
  • The communications, transport system and traffic of the area.
486. Havant Borough Council already undertakes monitoring, particularly matters relating to the economic viability of town, district and local centres. In addition to these, new monitoring systems will need to be in place so that, where possible, policies intended to deliver changes on the ground can be monitored to gauge their effectiveness. Monitoring indicators for this Plan are set out in the following schedule in relation to main policy areas and individual policies. Also included are a number of targets which have been set to give a focus for the Plan. Through the process of monitoring and by measuring the monitoring indicators against the targets it should be possible to see in a relatively straightforward way how the Plan is performing over time (i.e. its effectiveness in achieving what it sets out to achieve).
 
487. The setting of targets as an aid to monitoring the effectiveness of the Plan is endorsed by PPS12: Local Development Frameworks. A further useful focus for the Plan can be achieved by singling out a small number of 'headline targets' as having particular significance. These are identified with the letter 'H' in the following schedule.
 
488. The monitoring of policies will not just be an end in itself but will, most importantly, be fed back into policy review on a regular basis. It is envisaged that the results of monitoring will be published in the form of Annual Monitoring Reports (AMR) covering at least the key indicators and targets. Monitoring is a statutory requirement under the new planning system. The AMR will be published in December each year and will feed into the review of the Local Development Scheme, enabling the timetable for the production of future planning documents to be updated.
