260. The Hampshire County Structure Plan 1996-2011 (Review)
makes provision for a Major Development Area (
MDA) to the West of
Waterlooville as one of four MDAs in the County. The Structure Plan
indicates that this new community should help to meet the
development needs of south-east Hampshire and support the continued
economic regeneration and associated environmental improvements in
Portsmouth, Havant and the surrounding area.
261. The majority of this development area is within
Winchester District but a small part is within Havant Borough.
Winchester City Council and Havant Borough Council are therefore
working in partnership to plan for the new community. The
Winchester District Local Plan Review 2001-2011 sets out the basic
policy framework to guide the detailed planning of the
MDA. This sets
out key policy requirements relating to all the default.aspxects of
the development including land uses, environment, transport and
other physical and social infrastructure. This policy framework is
complemented by the proposals in the HBDWLP for that part of the
MDA lying within Havant Borough and for Waterlooville Town Centre
on which the MDA will focus.
262. A comprehensive Masterplan for the whole development area
is being prepared jointly by Winchester City Council and Havant
Borough Council. Development will not be permitted until the
Masterplan has been preparation and adopted. In addition, Hampshire
County Council, Havant Borough Council and Winchester City Council
have commissioned the preparation of an Urban Design Framework for
Waterlooville Town Centre. Havant Borough Council adopted the Urban
Design Framework as Supplementary Planning Guidance in October
2004. The Design Framework considers the main design issues
associated with changes in and around the town centre over the next
10 -15 years including the proper integration of the town centre
with the MDA. (Reference should also be made to the relevant
proposals in the Waterlooville Town Centre section of this
Plan).
MDA 1 LAND WEST OF LONDON ROAD (PLANT
FARM)
Development will be permitted on
land at Plant Farm, west of London Road, provided it is in
accordance with an approved comprehensive Masterplan for the
MDA. It is
identified as an area that is capable of providing access to the
MDA and a broad
tranche of open space across the centre of the site, broadly
corresponding with its highest point, extending between London Road
and the Borough boundary linking with other open uses beyond. A new
cemetery is proposed within this open space. The land to its north
and south are considered suitable for housing use.
263. This site is close to the London
Road transport corridor, Waterlooville Town Centre and Purbrook
Local Centre, and represents a highly sustainable location for
development. The land has a high central part and this crest should
be kept open to form a geographical and topographical divide in the
MDA between
Purbrook and Waterlooville centres.
264. In accordance with Policy CS4 a
site has been identified on the high part of the land for a new
cemetery as part of the preparation of the detailed Masterplan for
the
MDA.
MDA 2 LAND AT OLD PARK FARM,
WATERLOOVILLE
Development will be permitted on
land at Old Park Farm, provided it is in accordance with an
approved comprehensive Masterplan for the MDA. It is identified as
an area suitable for mixed use development while providing a
northern access into the MDA, traffic calming
on Hambledon Road and some housing and open space.
265. This is a narrow strip of open land
to the south of Hambledon Road and west of Brambles Farm Industrial
Estate whose future needs to be considered comprehensively together
with other land in the MDA lying to the south in Winchester
District.
MDA 3 LAND WEST OF LONDON ROAD (PURBROOK
HEATH)
Development will be permitted on
land at Purbrook Heath, west of London Road provided it is in
accordance with an approved comprehensive Masterplan for
MDA. It is
identified as an area for meeting informal recreational needs, and
for the provision of a southern access to the MDA, from, or in the
close vicinity of, the Ladybridge Road roundabout.
266. This area of land lies to the west
of London Road and predominantly to the south of Purbrook Heath
Road. The land will remain largely open and be protected as
countryside under Policy C1. Part of the land has a
SINC
designation and will be subject to provisions of Policy NC4, while
a further part is within the St John's Conservation Area, which
will be safeguarded in accordance with Policy HE1.
267. Proposals will thus be expected to
retain the generally open character and appearance and will need to
be considered comprehensively with other land allocations in the
adjoining part of the
MDA within Winchester District.
In particular, the
MDA Masterplan proposes a
southern access to the
MDA in the vicinity of the
Ladybridge Road roundabout, as part of its first phase of
development. The policy therefore identifies these broad land use
components of the
MDA's development.
MDA4 TRANSPORT MATTERS RELATING TO THE
MDA
In association with the proposed
Major Development Area West of Waterlooville, transport
infrastructure both on and off site must be provided or
appropriately secured and the necessary land safeguarded from other
development, in order to adequately provide for the travel needs of
the new community. The infrastructure includes the completion of
appropriate access routes from the development to the adjacent
transport network for public, commercial and private transport,
cycling and walking.
Transport provision
should:
(i) encourage greater use of
public transport, walking and cycling and in particular integrate
with the A3 bus priority corridor proposals;
(ii) provide good access for
these modes within the site and to Waterlooville town centre, local
employment areas, leisure facilities and schools;
(iii) minimise the impact of
traffic from the development on sensitive roads and residential
areas; and
(iv) provide parking in
accordance with the adopted standards.
268. Innovative transport solutions will
be critical to the success of the development area, its
relationship to Waterlooville and its acceptance by the local
community. Development proposals should be aimed at minimising the
transport impact on the existing road network, if possible seeking
to alleviate congestion on the A3 corridor, and to improve
transport choice by ensuring the new community has good pedestrian,
cycling and public transport access to Waterlooville Town
Centre.
269. Careful consideration has been
given to how access to the new community can best contribute to
these objectives and a number of potential means of access have
been identified, as shown on the Proposals Map. Further transport
studies and assessments will be required before a final decision is
taken. However, the potential choice of access has been influenced
by the desire to avoid loading excessive additional traffic onto
the A3 corridor, particularly through Purbrook. The proposed
southern access point is particularly sensitive, since the
alignment of a new road to the west of Purbrook is likely to have
an impact on nature conservation interests and may affect the
tranquil setting of the Rowans Hospice.
270. The location of the new community
immediately adjacent to Waterlooville Town Centre offers
substantial opportunities to encourage walking, cycling and public
transport. The Masterplan for the new community development will
promote a development design and layout that maximises travel
choice by these modes.
271. The South Hampshire Rapid Transit
proposals are integral to the local transport strategy for the
Waterlooville area. The A3 bus priority corridor proposals are
already being implemented and improvements along the corridor are
being phased over the next few years. A new bus priority link
through the development area should be secured to ensure an
integrated transport system for the whole area.
