Leigh Park Strategic Project
The Leigh Park Community Board asked us to improve on-street
parking issues using Liveability Fund money, and supplied us with a
list of 15 roads for investigation. The criteria for The
Liveability Fund specifies improving the quality of public spaces
and local environments, as set out in Living Places - Cleaner,
Safer, Greener -ODPM October 2002. The Liveability Fund is “for
everyone to have access to high quality public spaces that cater
for the diverse needs of communities.” For this reason the focus
will be on streetscape improvements in Leigh Park.
Following an initial analysis and assessment of each of the 15
sites, sketch designs for each were drawn up and taken into the
community for public consultation. The results of the public
consultation and site assessments were combined and the three top
scores were the first sites selected for detailed design.

- 9 no. Trees were planted around the green in late April. The
majority of the scheme is now complete.

- Planting at Kingsworthy Road is complete, creating a pleasant
landscaped area with its own character.
- The trees at the frontage and centre create depth and break up
the space.
- The trees are also intended to create a small level of privacy
within the space.
- Meanwhile, the block laying is underway at Iping Avenue, with
completeion of the hardworks and tree planitng within the next
month or so.

- After the spell of wet weather, Iping Avenue is now progressing
well with most of the main excavations complete and the kerbs and
channels in place making it easy to see how the new space will
work.

- Works are nearing completion at Kingsworthy Road, with the new
access and footway paving alomost complete.
- The soft landscape works including tree planting will be
carried out in spring
- Iping Avenue works have begun, although the recent excessive
bad wet weather has stopped progress for a short period. The
site must be allowed to dry for a time before works commence.

- Works are progressing well at Kingsworthy Road. The carraigeway
is beginning to take shape. The photo on the left shows the route
creating a new public space which includes better access and
parking with landscaping.
- Caroways, the appointed Contractors, estimate that they will
start the excavations at Iping Avenue next month.

- Works at Kingsworthy road have begun on site. The programme
indicates that the main carriageway and parking areas will be
completed first and the footway works thereafter, in order to
maintain access for the residents.The anticipated start date for
Iping Avenue is October.

- The appointed Contractor is now due to start on site at
Kingsworthy Road in August 13th after having experienced a delay
last month because of the unseasonal weather.

- Tender packages have been received, assessed and a Contractor
is in the process of being formerly appointed.
- All necessary utilities works to accommodate new BT connections
and new SEC lighting have been completed at both sites.
- We expect works to begin in Kingsworthy Road in late July and
to continue until October when the team will move to start on Iping
Avenue.

- The Lamp columns and new telegraph pole have been installed at
Kingsworthy Road, and are soon to follow at Iping
Avenue.
- The Tender packages have been sent and a Contractor will be
appointed early May. Works will begin on site soon after.

- The Iping Avenue safety audit has been passed and final
bills and quantities have been completed.

- Trial dig at Iping Avenue to check the position of tree roots
before construction. The design needs to satisfy Hampshire County
Council Aboricultural department in relation to the existing Oak
tree and the overall design requires approval from Hampshire
County Council Engineering division before the final tender package
can be completed.

- Kingsworthy
Road - the final design was completed, and passed
the safety audit stage. The main contract works will
begin in 2007.
