The Development Management Committee's key function
is to deal with applications for planning permission and the
conduct of planning appeals. It generally considers the
larger, more controversial applications. Planning applications
are varied and range from small proposals (e.g. an extension to a
private house), to large proposals (e.g. a new "Superstore" or
housing development), changes of use (e.g. from a Newsagent to a
Fish & Chip Shop), are also deemed to be developments requiring
planning consent. It also has an enforcement role in
ensuring that planning conditions are complied with and that
unacceptable development which has taken place (without the
necessary planning permission) is removed or ceased, and is
responsible for the protection and preservation of trees.

Making a Deputation
If you wish to make a deputation you must request this in
writing to the following address;

Requests to make a deputation must be received by the
Democratic Services Manager by 5pm on the Tuesday before the
Development Management Committee.
Delegated Powers and the Development Management
Committee
Most planning applications received by Havant Borough
Council may be delegated to Development Control Officers for a
decision. This means that they do not have to be considered by
the Development Management Committee.
Exceptions to this include:
- Significant developments that cannot be adequately determined
on the basis of existing planning policies.
- An application that, if approved, would be a departure
from the Local Plan.
- An application from the Borough Council
- An application by a member or employee of the Council, or a
person in the same household.
- When the Head of Planning receives a written request from
an elected Member, the applicant, or a third-party that
the application should be brought to committee.
Further to the latter, any request for an application to
be referred to the Development
Management Committee must be recieved by the end of the
publicity period for that application.
