A Local Development Scheme (LDS) is a
timetable that indicates the key milestones for individual Local
Development Documents (
LDDs
) with an indication of
what and when will be undertaken.
The council’s last LDS was approved by the Government Office for the
South East in October 2009 and was published here on the website
and as a paper document. However, the
LDS
no longer needs government
approval. In view of this, and that the programmes for individual
LDDs
are
subject to frequent change, the council has decided that updates of
the
LDS
will now only
be published as an ‘active’ page on this part of the website.

+ The planning system is in a period of transition, and
local authorities are waiting for the changes to be implemented
through the Localism Act and the National Planning Policy Framework
(NPPF) and Neighbourhood Planning Regulations, which are due
to be published this Spring. These important documents will include
guidance for local authorities on how they consult the public on
planning matters. The Council therefore consider it sensible to
wait for this guidance to be published before finalising the Havant
Borough Statement of Community Involvement (First Revision).
The Developer Contributions
SPD
is no longer being
taken through to adoption. In light of comments received and
recent developments regarding the Community Infrastructure Levy
(CIL), future resources will be directed towards developing a CIL
charging schedule. It is anticipated that much of the work
undertaken in developing the
SPD
will be transferrable
to
CIL
and will
help the council meet the timescales set out in the
Front Runner 2 Programme.
