Local Development Framework ( LDF ) FAQs

The government requires all local planning authorities to produce a series of documents which together are known as the Local Development Framework or LDF for short. The documents are known as Local Development Documents or LDD s. The process for producing a LDD is laid down in government guidance and/or regulations and must be followed. The LDF replaces the old style local plans which were large documents that take at least five years to prepare and become out of date very quickly.  The new LDF system was designed to tackle this issue.
 

How  can I have a say when LDF documents are being prepared?

The majority of LDF documents are prepared with input from the community at different key stages of production. The council has lists of local organisations and societies that have said they want to be involved. Documents are also published to make sure all local residents can get involved. You can register for an emailed LDF newsletter published every quarter by contacting the team above. or completing this online form.

Where needed forums, meetings and exhibitions will be held which the public and/or local organisations can attend.

Where can I see these documents?
The council will make the LDF documents available for inspection at local libraries, council offices and on this website. The council will also send out documents on request but there may be a charge for some documents.

What happens if I disagree with a document?  
During public consultations you can object to anything in a document, anything that it omits or how it has been prepared. If by the time the document has been submitted to the Secretary of State for approval, the council cannot resolve objections, then these will be considered by a planning inspector. Objections can be considered either as written representations or at public examination. The inspector's findings are binding on the council.

What stage are you at with the Local Development Scheme (LDS)? 

A revised timetable for the Core Strategy and Development Delivery (Allocations) Plan was approved by the council's executive on 16 September 2009 and approved by GOSE on 9 October 2009. The Core Strategy has proceeded in accordance with the LDS but the Allocations Plan timetable will be reviewed.
 

What stage are you at with the Statement of Community Involvement?

The SCI was adopted by the council on 18 October 2006. The inspector's report and the final version of the SCI can be viewed here.  The adopted SCI is being reviewed, the consultation period for the first revision ends 19 December 2011.
 

What stage are you at with the Core Strategy?

The council has held a number of consultation periods on early versions of the Core Strategy. A revised approach was taken to take account of changes in government guidance on the production of LDF s.  A draft version took forward previous work on the Core Strategy and considered and incorporated the outcomes of previous public consultations. A pre-submission version was published Spring 2010 and submitted to the government in June. In September 2010 an examination in public was held into the strategy in front of an independent inspector appointed by the Planning Inspectorate who published his final report on 29 December 2010, finding it sound. Have you produced a Sustainability Appraisal?

The council has prepared Sustainability Appraisals ( SA s) to accompany the DPD s. For the Core Strategy and subsequent LDF documents, a Scoping Report was prepared which describes the key sustainability issues for the borough as well as identifying objectives to assist in preparing the documents. The Scoping Report has since been used in producing a SA for the Core Strategy.

Have you produced the Development Allocations Document? 

 
A consultation period was held on the first stage, Issues and Options during Spring 2008. Comments received will assist in the council's further assessment of the sites and this will be taken forward in the draft Development Delivery (Allocations) DPD to be published by Spring/Summer 2012.  You can view the initial Allocations DPD (spring 2008) and its associated maps on our website here. It is early stages with this document and a final allocations DPD is not expected to be adopted until 2014.
