The Queen's Diamond Jubilee
The licensing hours order for the Queen's Diamond Jubilee was signed on the 9th March 2012 and came into force on 16th March. The Order allows licensed premises in England and Wales to stay open between 11pm on Friday 1st June and 1am on Saturday 2nd June, and between 11pm on Saturday 2nd June and 1am on Sunday 3rd June for:
This applies to premises where the opening hours immediately precede or continue into the specified times. The Order will not apply to businesses that do not have the relevant authorisation on their licence. Those businesses without the relevant authorisation will need to apply (if appropriate) for a temporary event notice for any or all of the activities listed above. The 2012 Olympics
There has been no licensing hours order for the 2012 Olympics. Therefore a temporary event notice application would need to be submitted for any additional licensable activities or to extend licensing hours over the Olympic period. The application deadline for additional activities/extension to hours on the Opening ceremony day should be received no later than 12th July 2012 and 27th July 2012 for the Closing ceremony day. The Licensing Act 2003 requires each licensing authority to carry out it's duties with a view to promoting four licensing objectives. These are:
These objectives, which are of equal importance, comprise the basis on which the licensing authority determines what is in the overall public interest when carrying out its functions.
Businesses are expected to check the areas outside their premises at closing time after each day’s business. Do state any policy regarding this issue.

Local residents with the Havant Borough, ward Councillors, MPs, MEPs and business associations may make representations to the council about the grant of, or a change of, a licence. A Licensing Committee of Councillors will, as long as the representations are not irrelevant or vexatious, consider these.
When a licence is first applied for, copies will also have been sent to the 'repsonsible authorities' (see list below). Each of these authorities may make representations about the application and this may result in conditions being imposed or the application being refused.
Following a substantive complaint concerning failure to uphold one or more of the licensing objectives which is not frivolous, vexatious or repetitive, a council hearing will be held to review the licence. The council may decided not to do anything, or to impose extra conditions deemed to be appropriate for the promotion of the licensing objectives on the licence, or to suspend either all or part of the licence for up to three months.
If someone wishes to appeal against a council's licensing decicison, they have the right to do so to the magistrates court.
The Havant District Pubwatch scheme is a local network for the area that has been set up to support licensed premises. It's aim is to help reduce alcohol-related crime.
