Our Service

We want to encourage suppliers to bid for Council work by providing information and contacts.

Havant Borough Council spends about £10 million each year on a wide range of goods and services.
    • The Council does not own housing stock;
    • Leisure Centres are run by the Horizon Leisure Trust;
  • Revenues and Benefits (including income processing) services are outsourced to Capita Business Services;
  • The Information Technology service is provided by Hampshire County Council in partnership with the Council;
  • The only bailiff private companies that the Council directly employs are two companies in respect of collection of car park debts;
  • The Council has a joint management team with East Hampshire District Council and is intending to provide other services jointly.
The Council seeks to obtain best value from its suppliers and evaluations often take into account both cost and quality.

We do seek to pay bills promptly and within the agreed terms.  If delay in payment is causing you difficulty (e.g. if your business is suffering cash flow problems) please do make us aware of the issue and we will do what we can to help.

We hope you find the information useful. Please click on one of the following links for more details.

Please note that authorities across the South East Region advertise tendering opportunities, generally over a certain threshold and below the EU procurement thresholds, in the South East Business Portal.  It is free to register for Suppliers and this registration enables suppliers to receive e-mail alerts regarding opportunities, and to express an interest in the opportunity. There are 74 councils and 9 fire and rescue services in the region.
