How much funding is there and what is it for?
The Liveability Bid has provided £3,325,000 for Capital
projects and £400,000 Revenue funding.
What will the Revenue
funding be spent on?
The Revenue
expenditure is earmarked to assist the Council to carry out
Service Reforms
including:
- project management and co-ordination
- community engagement and capacity building
- reform of parks and opens spaces staffing
- integration of services into multi-function teams on an area
basis
- review of playgrounds provision, inspection and
maintenance
- promotion to expand private and corporate investment
How much capital money is available?
A total of £3,325,000 was given
to the Council to spend on Capital schemes that fulfil the
Liveability criteria. This is distributed as follows:
- £300,000 for schemes sponsored by the six Community Boards
(£50,000 per board). These schemes should be in the areas covered
by each of the boards, and should fit one or more of the categories
for capital expenditure (see below).
- £60,000 for an Urban Design Framework to set up good quality
design mechanisms across the Borough. The framework will give
guidance about design elements of future open space developments in
the Borough, and will help to attract further funding through
developers contributions that can be put into improvement of the
quality of our streets, parks and open spaces.
- £2,965,000 to fund major capital projects across the borough,
which must also fit into one of the categories listed below.
When the bid was put together a
number of capital schemes were proposed as examples of projects
that could be funded if the bid was successful. These can be seen
in our bid document. The bidding process did not allow enough
time for consultation with the community prior to submission, and
so the schemes detailed in the bid were meant to provide examples
rather than a final list of projects. The Council has agreed that
other projects can be considered as well.

What are the Liveability Criteria?
Havant's bid to the Liveability
fund resulted in approval of capital to be spent on improvements in
the following categories:

Corridors
|
Examples of projects that would fit within this remit are:
welcoming entrances to town centres and Borough boundaries, flower
displays, improving visual/aesthetic qualities, safe routes for
walking and cycling, historic and cultural links with places of
interest. |

schemes that will lessen the incidences of litter,
graffiti, and improve the cleanliness and overall visual
improvement of streets such as street furniture, street art |

Urban space
|
schemes that will improve our town centres such as
pavement repairs, street lighting. Schemes that will help reduce
anti-social behaviour, noise nuisance and improve traffic calming
such as off-street car parking, pedestrian areas. Schemes that will
improve public transport or access to facilities on foot,
bicycle. |
| Open Spaces |
Schemes that are attractive and will improve outdoor
amenities for all. e.g. parks, gardens, sports pitches,
playgrounds, green spaces |
Who looks after the money?
Havant Borough Council is responsible for the money. The
Councils Executive makes decisions on expenditure of the money on
projects. The Liveability Manager controls the budget and makes
returns to the Government quarterly on what has been spent. These
are audited by the Office of the Deputy Prime Minister to ensure
criteria set down in the bidding document are met.
