Conservation Areas in Havant

It is not just the quality of
individual buildings that contribute to our architectural heritage
but also the relationship of buildings to each other as part of a
group. The need to protect areas as well as individual buildings
has long been recognised and every local authority has a duty to
determine which parts of its area are of 'special architectural or
historic interest' and to designate them as Conservation Areas.

Over the years Havant has designated fourteen Conservation
Areas which differ widely in size and character. They encompass
whole town centres, for example at Havant and Emsworth, as well as
smaller groups of buildings to be found at Lymboum Road and North
Hayling. They are often centred on Listed Buildings within urban
areas, but not always as in the case of Sir George Staunton
Conservation Area, an historic parkland with farm buildings and
follies. |
In 1993/94 a major review of each of the Conservation Areas
within the Borough was undertaken. The review examined the
boundaries of each Conservation Area and adjustments were made
where necessary. The review also defined the special architectural
and historic interest of each area. The definition of the special
interest of each area is available from the Civic Offices and is
the basis against which the Council will judge any proposal for
change which may come forward in the future. It also provides a
background against which proposals for the preservation and
enhancement of the Conservation Areas will be formulated.

Once an area has been designated a Conservation Area
additional controls and restrictions are imposed through the
Planning Acts. For example, building works (including demolition)
and works to trees are more strictly controlled within conservation
areas than elsewhere and therefore anyone contemplating such works
is advised to contact Development Control for further advice before
proceeding. The Council has produced a brochure entitled 'Living in
a Conservation Area' to explain the consequences of designation,
particularly as they affect those people living and working in
the fourteen Conservation Areas within the Borough, which is
available from the Civic Offices.
The council has embarked on the production of a series of
updated Conservation Area Statements. It is hoped that the
process will be completed in five years. Progress will be
noted on this web site and replacement and draft statements will be
added as relevant.
