Environment Agency is
responsible for flood defence issues - dealing with
the effects of
flooding, rather than erosion.
The Agency issues flood warnings through the Floodline service when
weather conditions indicate that flooding will occur.

The Council is responsible for coast protection issues
- dealing with the effects of
erosion,
rather than flooding of low lying land. We maintain Eastoke beach
to a standard of protection to minimise damage to property behind
the beach, which can include damage caused by flooding. More

Main

Maintaining the flow in the major rivers and streams is the
responsibility of the adjoining landowners but is enforced by
the
Environment
Agency.
Land drainage - private
landowners
The responsibility for the maintenance of smaller
watercourses, stream and ditches rests, like main rivers, with the
adjacent landowner. Both the Borough Council and the Environment
Agency have powers to ensure the ditches are maintained, but if
either needs to take action in respect of a watercourse on private
land we will seek to reclaim the cost from the landowner(s). No-one
is allowed to carry out work in, on or near a land drainage feature
without the written consent of the Environment Agency. Call

drainage.
Highway drains -

Road gullies and the pipes that serve them (except where these
are public sewers) are the responsibility of Hampshire County
Council, the 'Highway Authority'. Reports to our
Fast-Track service will be
forwarded to the County Council for investigation and action.
The adopted ('public') sewerage
system - Southern Water Services Ltd - 0845 278 0845
Southern Water Services Ltd
is responsible for the adopted (public) sewerage system. These
are the dirty ('foul') pipes that take water away from toilets,
kitchens, baths and so on, and the clean ('surface') pipes
that take water from roofs and paved areas. The extent of the
public sewerage system is shown on maps which can be seen by
appointment at Havant Borough Council's Civic Offices in
Havant. Copies are available on application to Southern
Water.
Private drains and sewers - landowners
The pipes that carry the water from your house into Southern
Water's adopted (public) sewer system - which may be some
distance from your house - are your responsibility. You share
this responsibility with the owners of other any
houses the pipes serve on their way to the Southern Water
system. The layout of these types of drains and sewers will often
be shown on the Deeds of your property. More information is
