Planning and Development Services at Havant Borough Council is
delivered by Building Control, Development Control, Land Charges
and Planning Policy and Urban Design teams.
These pages will give you further information and advice
regarding development within the Borough. A reception service is
available at the Civic Offices'
Customer Services Centre for all basic
building control, planning policy and development control
enquiries. An appointment should be made prior to visiting
the offices if you wish to speak to the Case Officer dealing with a
current application or if you wish to
seek
planning advice prior to submitting an application. If
you wish to research specific property history you should contact
Planning and Development Services in advance to ensure all the
information you require will be available.

The Building Control team ensures that buildings and structures conform to all building regulations, associated legislation and codes of practice in terms of their construction and materials and that they have adequate fire precautions and access arrangements.
The Development Control Team determines planning applications in the context of relevant planning considerations; gives information about applications to the general public; gives advice about the need for planning permissions and to those seeking to make a planning application, and gives extensive publicity to neighbours and the general public when planning applications are submitted. A variety of advice leaflets are available to the public on request to assist them in making planning applications. Planning applications can be viewed at the Civic Offices' Customer Services reception.
Information for anyone wishing to seek advice from the Council about whether a proposed extension or alteration will require planning permission or not.
The Council provides a land charges registration service and deals with enquiries submitted in connection with conveyancing matters.
The Planning Policy Team deal mainly with the local part of the statutory Development Plan and are currently preparing the Local Development Framework ( LDF ) which will replace the Local Plan. They also prepare supplementary planning documents and promote the implementation of plan proposals. They make Planning Policy comments on Development Control Planning Applications.

A voluntary service offering free,
independent and professional advice on town planning matters to
community groups and individuals who cannot afford to employ a
planning consultant. It aims to give people the confidence to help
themselves and to become involved in planning issues.

enforcement, appeals, holding inquires into local development plans
and other planning related casework.
Represents professionals and managers of
planning functions in English Local Authorities.

guidance and information about making them, as well as resources

Provides information about the planning
profession; careers in planning and membership of the
Institute.
Provides information on regional planning,
including the Regional Spatial Strategy which will replace current
regional planning guidance (RPG9) dates, documents, deputations,
procedures and membership.
The South East England Regional Assembly
has produced a draft document called the South East Plan that
provides a framework for the region’s development to 2026. Find out

During 2003 eleven local authorities
decided to work more closely to tackle the economic challenges of
South Hampshire. Closer partnership working came in 2004
when the South East England Regional Assembly (
SEERA
)
commissioned the authorities to provide advice on sub-regional
aspects of the draft South East Plan. It was agreed this
advice should be provided for South Hampshire under the banner of
PUSH
.
