How does ParkSafe affect me?

 
 
 
If you abide by the parking regulations and pay where required, you will have nothing to worry about from our enforcement activity.
 
Council-employed Civil Enforcement Officers patrol Council operated car parks and roads where there are parking controls. They issue Penalty Charge Notices (PCNs) if a restriction is contravened. These contraventions include:
 
  • Parking on double yellow lines
  • Parking in disabled parking bays without displaying a valid badge
  • Parking in loading bays or taxi ranks
  • Staying too long in limited waiting areas or in car parks
  • Failing to pay and display a valid parking ticket or permit where there is a parking charge
  • Parking outside marked bays
  • Parking across a dropped footway
  • Parking on a pedestrian crossing marked by Zig-Zags
  • Parking on School Entrance Markings

 

The Police continue to enforce other traffic offences which can result in penalty points on a driving licence. This includes dangerous parking, causing an obstruction and all moving traffic offences.

 

 

Will vehicle clamping take place?

We have no intention of introducing this within the Borough.

 

 

Loading and Unloading

Commercial vehicles are generally allowed to stop on yellow lines to collect and deliver goods and drivers will usually be allowed to load or unload if items are heavy, bulky or if there are a large number of items which would involve more than one trip. Obviously, vehicles must be moved after the delivery or collection has taken place. Parking on yellow lines to buy a newspaper or drop off dry cleaning, etc., does not constitute loading or unloading and a vehicle would be subject to the issue of a PCN. Don't ignore a PCN if you get one - it won't go away.

 

Loading is not permitted at places where the parked vehicle could cause an obstruction.

 

Loading RestrictionsOften there will be yellow 'blips' on the kerb. These warn that there is a loading restriction. Two 'blips' mean no loading at any time. One 'blip' means that loading is restricted at certain times, as shown on a white plate which is normally attached to a post or lighting column. Even blue badge holders with badges and time clocks are not allowed to park where there are loading restrictions in force.
