Foreword:
Hampshire County Council, Winchester City Council and Havant
Borough Council commissioned David Lock Associates to produce an
Urban Design Framework for Waterlooville Town Centre.
An exhibition of the proposals of the
WTCUDF
showed the major changes that could take place in Waterlooville as
depicted in the framework report. The exhibition took place in
Waterlooville Library in July and August 2004. The consultation
responses were complied and recommendations were taken to the
Executive on 26th October 2004.

Important Addendum:
On the 26
th October 2004, Havant Borough Council
adopted the Waterlooville Town Centre Urban Design Framework
(
WTCUDF
)
as Supplementary Planning Guidance. The site specific proposals
contained in the
WTCUDF
were too late
to be incorporated into the Havant Borough District-Wide Local Plan
(
HBDWLP
). The
HBDWLP
refers to the preparation of the
WTCUDF
and, in
commissioning the work, it was intended that it would be adopted as
supplementary planning guidance in accordance with the advice
contained in PPG12 Development Plans.
This
PPG
has now
been withdrawn and replaced by PPS12 Local Development Frameworks
and which sets out different procedures for supplementary planning
guidance (now called supplementary planning documents). However,
paras 5.22 5.24 of
PPS
12 enables supplementary
planning guidance to continue to exist as non-statutory guidance,
whilst the relevant saved policies of the existing Local Plan
remain in place. The
WTCUDF
therefore
supplements
HBDWLP
Policy TC2
Maintenance and Enhancement of Centres.
The reader should note that Havant Borough Council adopted
amendments to the
WTCUDF
as
follows:-
- The deletion of the proposal to change the present,
uncontrolled, Hulbert Road roundabout into a signalised road
junction;
- The deletion of the proposal to narrow Maurepas Way (South) and
provide a pelican crossing and in its place substituting a
proposal for full closure of the road and the creation of a
traffic-free square.
- The provision of a replacement site for a new community centre
building.
- The inclusion of 100 No. one-bed flats as a possible
alternative for the suggested hotel site.
These amendments have not been incorporated into the text of
the
WTCUDF
Report as
Winchester City Council and Hampshire County Council (who were also
jointly responsible for commissioning the report) do not agree with
Havant Borough Council's decision to seek the closure of Maurepas
Way (South).

The Grainger Trust, Havant Borough Council, Hampshire County
Council and Winchester City Council have
commissioned
Rogers Evans Limited to produce an integration study
specifically looking at the connection between the Town and MDA.
This report will supersede the elements of the town centre
integration as detailed in the
WTCUDF
report. The
results of this study , due to be completed late 2007, will be
available from these pages also.
