QUALITY PARTNERSHIP AGREEMENT

STAGECOACH COASTLINE SERVICE 21: HAVANT, LEIGH PARK, COPNOR, PORTSMOUTH
 
 
Stagecoach, Hampshire County Council, Portsmouth City Council and Havant Borough
Council share common objectives to encourage greater use of public transport in Hampshire,
to address traffic congestion problems, promote modal shift and improve air quality through
reduced energy use.
 
We recognise that the provision of high quality, reliable and accessible public transport
services can be best achieved through a Quality Partnership approach.
 
Between Leigh Park, Havant and Portsmouth along Service 21, the partners will work closely
together to deliver substantial improvements for bus passengers and provide a realistic
alternative to the private car.
 
Measures will include:
  • the building of a new bus station in Havant
  • improved bus service
  • frequencies
  • reduction to bus journey times
  • installation of new bus shelters and high quality named bus stops
  • greater accessibility at bus stops through the use of raised kerbs and clearways
  • the introduction of new easy-access buses.
 
This memorandum is a statement of our commitment to work in close co-operation to
achieve our common objective of delivering a high quality service on Service 21.
 
Headline Targets
  • To increase patronage in 2005/06 on Service 21 by 20% over 1999/2000 figures
  • To reduce bus single journey times by 10% by 2006
  • To provide low floor buses on 100% of Service 21 journeys by February 2004.
  • To open a new bus station in Havant by 2006
 
 
SCHEDULE OF COMMITMENT TO QUALITY BUS PARTNERSHIP
SERVICE 21: LEIGH PARK - HAVANT - PORTSMOUTH
 
This agreement sets out the preliminary initiatives that the partners are pursuing in order to
develop a reliable and high quality bus service. The parties agree to work in close partnership
and undertake, within the scope of their available budgets, the following responsibilities to
achieve the implementation of the QBP:
 
Stagecoach
  • Increased use of new high quality, low floor, easy-access vehicles
  • Maintain at least a fifteen minute daytime frequency, Monday to Saturday, and fully
  • investigate the commercial feasibility of increasing the weekday frequency to ten minutes
  • Improved customer information on buses, bus stops and at Havant bus station
  • Provision of high quality, easy to understand timetable and route map information
  • To ensure that, as far as possible, any frequency changes for Service 21 will not be made
  • more than twice in any year, subject to any requirement of the Traffic Commissioner. Any
  • changes to be supplied to Hampshire County Council, with at least eight weeks notice so
  • that revised timetable information can be produced
  • Maintenance and updating of the roadside passenger information display cases at all stops
  • along Services 21
  • Customer care training for all staff dealing with the public, including the training of drivers
  • to NVQ standards
  • Improvements in integration between bus and rail, including ticketing initiatives
  • To permit the Councils to undertake on-bus surveys, as requested, on Service 21. These
  • results to be shared with the Operator
  • Provide well maintained passenger facilities on the vehicles.
 
Hampshire County Council
  • To fund and construct a new bus station at Havant
  • To install bus departure information screens at Havant bus station
  • To fund roadside infrastructure improvements along Service 21 within Hampshire, to include:
  • new bus shelters at key locations
  • new individually-named bus stops poles and flags
  • raised kerbs and bus stop clearways
  • To work closely with Havant Borough Council and Portsmouth City Council to implement measures to improve bus movement.
 
Havant Borough Council
  • To supervise and maintain the new roadside infrastructure improvements within the Hampshire section of Service 21
  • Enforcement of priority measures, clearways and waiting restrictions.
  • To assist in funding and provide land for new Havant Bus Station and take over maintenance responsibility for new bus station.
 
Portsmouth City Council
  • To implement measures to improve bus movement and priority at the following locations:
  • Queen Street - bus lane extension
  • Copnor Road Bridge - bus priority
  • Eastern Road / A27 roundabout - an intent to investigate bus priority measures
  • Arundel Street - loading restrictions
  • Anchorage Road / Eastern Road - improvements for access
  • Copnor Road traffic light priority to improve journey times
  • To fund, supervise and maintain the new roadside infrastructure improvements within the Portsmouth City section of Service 21
  • Enforcement of priority measures, clearways and waiting restrictions
  • Provision of real time information systems.
 
All Partners
  • Joint marketing initiatives to promote bus travel
  • Commitment to share passenger data and to trial new initiatives such as environmentally friendly fuels and electronic ticketing.
