Why introduce ParkSafe?
Illegally parked vehicles cause congestion and slow down other
road users. They also create inconvenience for everyone including
those who park legitimately, delivery vehicles, the emergency
services and bus users.
The Council has adopted these powers in response to
residents' comments that they wished to see greater enforcement
against those who park illegally or inconsiderately. We will be
able to devote more resources to parking than the Police and are
able to target enforcement where it is most needed. Our aim is to
manage the parking of vehicles more efficiently in order to:
- Improve the safety of pedestrians and road users by dealing
with dangerous and indiscriminate parking.
- Maintain and where possible improve traffic flows.
- Improve the environment by encouraging responsible
parking.
- Address the needs of local residents, shops and businesses,
including deliveries.
- Address the particular needs of people with disabilities.
- Improve the quality, reliability and accessibility of
public transport.
Although the primary task of the Civil Enforcement Officers is
to enforce parking restrictions, we see them as
representatives of the Council who will provide help and
information where possible. They will also help local communities
by reporting such things as potholes, defective street lights, fly
tipping, graffiti and abandoned vehicles.
