Tell me about the Office of Mayor
First Citizen
The Mayor is the Borough's "First Citizen". A different member
of the Council is elected to this office each year at the Annual
Council Meeting in May. The Mayor chairs meetings of the Borough
Council. Each Mayor selects at least one local charity to support
each year through fund raising. Many residents of the Borough have
benefited from this in past years. The Mayor maintains and furthers
links between organisations and bodies, both voluntary and
commercial and the Council, and promotes the Borough on visits
elsewhere.
Functions
The Mayor is available to attend functions or activities,
arranged and organised to promote the Borough, or for charitable
causes. Contact the Mayor's Secretary on direct line 023 9244 6152
or e mail
anne.thurlow@havant.gov.uk,
or write to:- The Mayor of Havant, Mayor's Parlour, Civic Offices,
Havant, P09 2AX.
What does the Mayor do?
The Mayor:
- presides over meetings of the Council so that its business can
be carried out efficiently and with regard to the rights of
Councillors and the interests of the community;
- ensures that the Council meeting is a forum for the debate of
matters of concern to the local community and the place at which
members who are not on the Cabinet are able to hold
the Cabinet and committee chairmen to account;
- promotes public involvement in the Council's activities;
- can be the "conscience" of the Council; and
- attends such civic and ceremonial functions as the Council as
he/she determines appropriate.
The role of the Mayor other than as Chairman of the Council,
is wholly one arising from custom and practice. In 1974 the Council
(legally a district Council) petitioned for the right to
be called a Borough and being granted that status, was and
is entitled to call its chairman "Mayor".
The Mayor is elected for one year, having usually served an
"apprenticeship" of one year as Deputy Mayor. Precisely what
happens during a Mayoral year depends almost entirely on the
personality, wishes and views of the Mayor. There is a pattern,
however, along the following lines:
- there will be one or more good causes to which the Mayor will
devote considerable time and energy, both through fund raising and
by giving and obtaining publicity;
- the Mayor will represent the Borough at Civic and related
events both within and outside the Borough;
- he/she will often be the principal guest of local and national
charitable and business organisations, schools etc;
- he/she should encourage by deed and help all voluntary
organisations in the Borough.
What is the correct way of addressing the Mayor?
The full title of the Mayor is: The Worshipful the
Mayor of Havant.

SSAFA
The Soldiers, Sailors, Airmen and Families Association – Forces
Help (SSAFA) is the senior Forces Help Charity. This year
celebrating its 125th Anniversary, with colourful events
across the world, in the many Countries, in which there are SSAFA
bases, in support of our Service women and men and their
families.
By way of the many and various Charities it is
possible to raise considerable funds towards those in need, but
each Division is responsible for its own survival and the welfare
of those in its catchment area. In the past financial year
the Havant Division has taken care of over 200 cases and provided
in excess of £150,000 for those in their hour of need. Every
penny raised goes towards the Service and ex Service Community who
seek assistance. The Caseworkers and Administration Staff
freely give their time, in order to look after those who have been
members of the large Service community.
The Havant Division was established in 1926
and has been in the same office in the Pallant Church House since
1946. It is their continued aim, with our kind support, to
look after our Sailors, Soldiers, Airmen and their families, who
have done such a wonderful job over the years and arguably, no more
so, than at the present time.

The Unspecified Charitable Organisations
and
support for Young 2012 Olympians and future
Olympians
In addition to my two named charities I also
wish to reserve a pot of funding to support other charitable causes
in the Borough that are identified during my year in office where a
small donation would be welcome.
I would like to direct some of these funds
towards supporting potential young Olympians and Paralympians in
the Borough. We have a number of young talented athletes in
this area who are desperately in need of financial support in order
to fulfil their full potential and a few hundred pounds could make
a significant difference.
Applications for funding from this element of
the appeal are to be made in writing. To register your
interest please contact anne.thurlow@havant.gov.uk.
Applications forms to apply for funding will
be available in January 2011
and these need to be submitted by
4th April 2011 ready for consideration by a small panel
at the end of April 2011.
