Tell me about the Office of Mayor
First Citizen
The Mayor is the Borough's "First Citizen". A different member
of the Council is elected to this office each year at the Annual
Council Meeting in May. The Mayor chairs meetings of the Borough
Council. Each Mayor selects at least one local charity to support
each year through fund raising. Many residents of the Borough have
benefited from this in past years. The Mayor maintains and furthers
links between organisations and bodies, both voluntary and
commercial and the Council, and promotes the Borough on visits
elsewhere.

What does the Mayor do?
The Mayor:
- presides over meetings of the Council so that its business can
be carried out efficiently and with regard to the rights of
Councillors and the interests of the community;
- ensures that the Council meeting is a forum for the debate of
matters of concern to the local community and the place at which
members who are not on the Executive are able to hold the Executive
and committee chairmen to account;
- promotes public involvement in the Council's activities;
- can be the "conscience" of the Council; and
- attends such civic and ceremonial functions as the Council as
he/she determines appropriate.
The role of the Mayor other than as Chairman of the Council,
is wholly one arising from custom and practice. In 1974 the Council
(legally a district Council) petitioned for the right to
be called a Borough and being granted that status, was and
is entitled to call its chairman "Mayor".
The Mayor is elected for one year, having usually served an
"apprenticeship" of one year as Deputy Mayor. Precisely what
happens during a Mayoral year depends almost entirely on the
personality, wishes and views of the Mayor. There is a pattern,
however, along the following lines:
- there will be one or more good causes to which the Mayor will
devote considerable time and energy, both through fund raising and
by giving and obtaining publicity;
- the Mayor will represent the Borough at Civic and related
events both within and outside the Borough;
- he/she will often be the principal guest of local and national
charitable and business organisations, schools etc;
- he/she should encourage by deed and help all voluntary
organisations in the Borough.

What are the Mayor's Charities?
Naomi House Children's Hospice
Registered Charity Number 1002832
Naomi House is a purpose built children’s
hospice in Sutton Scotney, near Winchester. This very special
place provides care and support for “good days….difficult days….and
last days” through one-to-one nursing care in a home from home
environment. Each year over 300 life-limited children from
central Southern England and their families visit Naomi House for
respite, terminal and bereavement care.
Open 24 hours a day, 365 days of the year, it
costs around £2.5 million every year to keep this service running
and with less than 10% income from the government, Naomi House
relies on the generosity of the community to raise vital
funds. In addition the trust is working on an appeal to raise
£12 million to build, equip and run.

Havant Women's Aid

The organisation provides services to women
and their children who have suffered or who are in danger of
suffering emotional, physical or sexual abuse in their
relationships. Havant Women’s Aid runs a refuge offering
support and temporary accommodation to women and children escaping
domestic abuse. We also offer outreach to families living in
the local community in need of advice, support and information.
Havant Women’s Aid was first established in
1979 by a group of local people who saw a real need in the area for
a refuge for women and children who were in fear of being
abused.
During the year April 2007 to March 2008 we
received referrals for refuge space from 109 families. Of
these referrals we were able to accommodate 37 families, which
included 72 children. During this period we supported 84
women through our outreach service and over 60 women and their
children used our drop-in services and group work.
Services
Havant Women’s Aid provides a number of
services to women and children experiencing domestic abuse.
Refuge Accommodation
This consists of a 6 bedroom house which can accommodate 6
families, with up to 15 children at any one time. Each family
has their own bedroom and shares kitchen, dining, utility, living
and bathroom facilities with the other families. The refuge
benefits from a lounge for families and one specifically for
children and a playroom.
Support Services
The Project Staff support the women and
children living in the refuge. They provide a supportive and
empowering environment and deliver both practical and emotional
support. Havant Women’s Aid works to empower women to move on
from refuge accommodation and live lives free of domestic
abuse.
Children’s Services
Havant Women’s Aid has dedicated staff
working with children and young people of all ages. Activities such
as after school club, age appropriate sessions and both structured
and free play are made available to enable children and young
people in refuge accommodation to experience living and playing in
a supportive environment free from violence or any form of
discrimination. We work to help children and young people to
come to terms with their experiences of domestic abuse and to
enable children and young people to overcome practical or emotional
difficulties. By providing individual and group work with
children and mothers we work to reduce long term damage by
providing skilled help to enable children to begin to work through
their experiences.
Drop-in Services and Group Work
“The Freedom Programme” is a 12 week
programme which works to break the cycle of domestic violence and
abuse through work with women who have experienced such
violence. This work is especially crucial for many women who
are isolated and unable to seek help from statutory
services. “Fun Time Thursday” provides activities for
children, young people and their mothers during the school
holidays.
Havant Women’s Aid also works in partnership
with Sure Start and Social Services to provide a Domestic Abuse
Group where crèche facilities are available for pre-school
children.
A19
is a support service offered twice a month to young people aged
9 to 16 living in refuge accommodation, ex-refuge residents and
those living with or that have lived with domestic violence in our
local community.
Outreach and Resettlement Services
The Outreach and Resettlement Service provides one-to one
services, specially provided group work, drop-in services and
counselling services for women and children experiencing domestic
violence in the Havant Borough. This service works with women
and children in the refuge and those leaving refuge accommodation
as well as women and children living in their own homes and other
temporary accommodation, such as Bed and Breakfast
accommodation. Referral routes include voluntary and
statutory agencies and self referrals through Havant Women’s Aid’s
Advice Line.

The Rowans Hospice
Registered Charity Number 299731
The Rowans Hospice took its first patients
on 25 October 1994 and was formally opened by Her Royal Highness
Princess Alexandra in 1995. It’s a local charity which
provides specialist hospice care and support to patients with
life-limiting illness resident in Portsmouth and South East Hants,
their relatives and carers. All care is given without charge.
Today, all 19 of the in-patient beds are
operational, Day Care is busy and vibrant and a new intensive
therapeutic service, known as the Heath Centre, is firmly
established and providing services for very recently diagnosed
patients and their families.
It costs The Rowans Hospice over £3 million
each year to provide hospice care and to ensure the hospice
building and grounds are well maintained, offering a haven for rest
and recuperation.
Although The Rowans Hospice receives some
statutory support from the NHS and social services they still need
to fundraise over £2.6 million each year. This would not be
achievable without the help and support from the local
community.
Diabetes UK - Hayling Island Group

The Hayling Island Group of Diabetes UK aims
at providing help, support and educational information, for people
with diabetes, their family and supporters, within a sociable group
of like people. Regular monthly meetings cover talks from Health
Professionals, or social events.
The Group has members from throughout the
whole Borough. It raise funds to support diabetes research, and
sponsors research at Brighton University specifically. IT supports
other Groups and special events within S E Hampshire
