Details:
Environmental Health provide a Dog Warden service that patrols dog byelaw controlled areas to ensure compliance, and collect stray dogs which are kennelled for 7 days during which time it is expected that they can be returned to their owners (for a fee).

Can I have a dog bin on my street, patch of communal grass, woodland at the bottom of my garden etc?

Unfortunately not. Budget restrictions preclude unlimited numbers of designated dog bins. The 200 (approximately) bins in use are generally sited in those areas where the greatest numbers of the public gather, i.e. parks, open spaces, and beach areas. The bins are not provided as a service to dog owners, but are there to protect those members of the public who would not normally come into contact with dog faeces. Wrapped dog faeces can be put into any Council litter bin, including dustbins.
 
 
 

Can I get my bitch spayed and microchipped under the Council's scheme?

If you are in receipt of a means tested benefit  or your bitch is a bull breed type, you will be asked to contribute £90.00, but further discounts may be arranged in exceptional circumstances. Telephone (023) 9244 6667 or e-mail customer.services@havant.gov.uk.

What can you do to stop dog owners letting their dogs foul outside my house, street, etc.?

We need the following information to be most effective: address of regular offenders, together with a description of their dog and the times that we are most likely to see an offence being committed. We can also put more signs around, provide flyers requesting compliance with the law, and arrange early morning patrols.
