When can I use the disabled parking bay?
The disabled bays are reserved for blue badge holders 24 hours
a day, 7 days a week.
Do I have to pay?
No - there is no charge for disabled drivers displaying the
blue badge, but users are asked to follow the rules for their
use.

What are the rules about using a blue badge?
The purpose of the badge scheme is to allow you to visit shops
and other places. You must ensure your badge is used with care and
attention to the rules of issue.
It is your responsibility to ensure that the badge is used
properly. It is in your own interest that the badge should retain
the respect of other motorists. Please play your part, by following
the rules.
- You must not allow other people to use the badge. To reduce the
risk of this happening accidentally, you should remove the badge
from display whenever you are not using the parking
concessions.
- You must ensure that the details on the front of the badge
remain legible. If they become unreadable, the badge must be
returned for re-issue.
- You must not use the badge to allow non-disabled persons to
take advantage whilst you sit in the car. Please use a car park
wherever possible.

What happens if I misuse my badge?
Misuse of a badge is a serious offence. Your badge can be
withdrawn if you misuse it or allow others to misuse it.
It is a criminal offence for non-disabled persons to use a
badge. If they do so, they are liable to a fine of up to
£1000.
It is a criminal offence to drive a vehicle displaying a badge
unless the badge holder is in the vehicle.
ON-STREET
Can I park on yellow lines?
Parking on-street for the disabled user is generally provided by a
concession allowing parking on yellow lines provided an obstruction
is not being caused.
Can I have a parking bay outside my house?
Parking outside or in the vicinity of home is sometimes a problem,
particularly in older parts of the Borough where parking provision
is limited. In these circumstances holders of blue badges may
apply for On-Street Disabled Parking Bays to be marked in the
vicinity of their property to assist in movement to and from their
vehicle.
You need to meet the criteria below to apply for an on-street
disabled parking bay.
Do I have to pay?
The Council provides these bays free of charge.
What criteria needs to be met for the approval of a bay?
A. General Conditions
Spaces should only be marked for disabled drivers who
are:-
- The holder of a valid disabled blue badge and supply evidence
of this as part of the application process. (A photocopy of both
sides of the badge is sufficient).
- The applicant, applicant's partner or "live in" carer should be
the driver of the vehicle.
- The vehicle should be permanently kept at the disabled person’s
house.
- The carer must live at the address of the disabled person.
- Spaces will not be provided for the use of ambulances, home
help, medical attendance or taxis.
B. Parking
- There must be a suitable on-street parking location at or near
to that suggested by the applicant. The site must not cause
obstruction or hazard to other road users.
- Parking facilities - The disabled applicant should have no
alternative off street parking facility such as a driveway or
garage, unless it is proven to be unsuitable. (for example, where
the applicant has a narrow or steep driveway that cannot be altered
at a reasonable cost).
- Parking availability - It should be noted that the informal
designated disabled parking bay will have no legal significance and
that it cannot be enforced, its use or obstruction will not in
itself constitute an offence, also that it is not reserved for the
sole use of any individual but may be used by any person displaying
a blue badge. The Council will not be able to become involved in
any way should a dispute arise as to the use of the parking
bay.
C. Road Safety
Informal designated parking bays will not be
provided:-
- Where parking is precluded by the Highway Code or on principal
roads and main traffic routes.
- On unclassified roads in designated controlled parking zones
(ie. double yellow lines etc.) other than in accordance with the
relevant traffic order
- On carriageways narrower than 5.5m, adjacent to carriageway
junctions, traffic islands or traffic calming device, or where it
would disrupt or reduce the existing parking strategy of the
street, or where there is frequent use by vehicles accessing a
parking area. (A substandard 2.0m x 5.5m disabled bay will be
marked on all carriageways less than 7m width).
- Opposite a private entrance where the carriageway is narrower
than 7.5m
- Outside neighbouring properties unless written confirmation of
no objection can be obtained from the owner and occupier of the
property.
In such circumstances we MAY still be able to help (especially
if you are a Blue Badge holder) - try applying for an access protection line.

OFF-STREET
- There are locations where lay-bys’ and other off street parking
facilities are provided in front of residential property. Where
this is on highway land it may be possible to provide a designated
disabled parking bay.
- Private parking areas. It is not possible for the Council to
provide designated disabled parking bays on private property, such
as Housing Association land. In these circumstances you will need
to seek permission from the landowner and organise the marking of
the bay.
The marking of a disabled parking bay will be at the sole
discretion of the Council.
