Car Parks and Parking

This area of our site holds information about public car
parking operated by the Council within the Borough of Havant. This
includes parking in Council-owned off-street car parks as well
as the enforcement of on-street restrictions such as single
and double yellow lines, loading restrictions and bus stop
clearways, including proposals for new restrictions. This overall
management of parking both on and off street comprises the ParkSafe
scheme, aimed at making the streets safer for all users.
The council is a member of the Parking and Traffic Regulations
Outside London (PATROL) Adjudication Joint Committee. The Joint
Committee publishes an Annual Statement of Accounts which is
subject ot External Audit and the arrangements for 2010/11 can be

residents parking permits only
This authority is under a duty to protect the
public funds it administers, and to this end may use the
information you have provided us on your permit application form
for the prevention and detection of fraud. It may also share
this information with other bodies responsible for auditing or
administering public funds for these purposes.
The Audit Commission currently requires us to
participate in its anti-fraud initiative. For this
initiative, we are providing details of residents permit holders
for the purposes of comparing these with information provided by
other public bodies. These exercises help ensure the best use
of public funds.

An access protection line is a white road marking which may be painted on the road, lay-by or hardened verge outside an entrance to off street premises or a private drive, which should be kept clear of waiting or parked vehicles. The road marking is not legally enforceable, but is an advisory marking which is used to discourage inconsiderate parking.
