Details:
It is illegal to access a private area (for example, a front garden used for parking vehicles off-road) from the public highway unless there is a specific vehicle crossing or lowered kerb provided. We will reclaim the cost of damage to kerbs or verges from the persons crossing or parking in this manner.
 
In some circumstances it may be possible to provide access from the public highway into a new private parking area. Please note that it is necessary to obtain planning permission in order to legally create some types of private parking area - more information about this important change is available on the Planning Portal (external) >>.
 

Applicants will be required to complete an application form and pay a deposit. Arrangements can be made to carry out a site survey - if this shows that providing a crossing or dropped kerb is possible, we will provide an estimate for work to be carried out using the Council's highway works contractor. Conditions may be imposed on individuals wishing to use their own contractor.

 

The cost of providing new access to individual properties will vary depending on a number of circumstances, primarily:

It is always best to apply for a crossing or dropped kerb BEFORE carrying out work to create the parking area, since if it is not possible to provide a crossing then access to the parking area across a full height kerb or a verge will be illegal - and we WILL prosecute offenders. If someone parks across such an illegal access, we cannot force them to move, whereas our ParkSafe team can enforce an obstruction of a legally made crossing.
