The Pre-Submission Havant Borough Core Strategy was published
between 31 March and 17 May 2010. A total of 146 different
consultees made a total of 667 representations. A summary of
the main issues raised in the representations can be viewed
www.havant.gov.uk/havant-11121 and are also available to view
at our Customer Services desk.
Havant Borough Council submitted the Core Strategy to the
government for examination by an independent Planning Inspector on
Wednesday 2 June 2010. Inspector, Mr Geoff Salter
MRTPI has been appointed by the Planning Inspectorate to
conduct the examination and determine whether the Core Strategy is
sound. A Pre Hearing Meeting took place on 27 July, when the
Inspector set out how the examination will proceed and confirmed
that he will consider all the written representations that have
been received. The examination hearings are scheduled to commence
10.00am on 7 September 2010, after which the Inspector will produce
a report that will be binding on the council. The running

The Submission Core Strategy consists
of the Pre-Submission Core Strategy and
the Schedule of Changes that have been made by the council to
the Core Strategy and the submission documents. The schedule
lists all the changes along with reasons for the changes.
All the submission documents including the
Core Strategy, the Schedule of Changes, the Proposals Map, the
Sustainability Appraisal, the evidence base, copies of all
representations duly made and a summary of the main issues raised
are available to view on the council’s website at
www.havant.gov.uk. They are also available for inspection at
the Civic Offices, Havant, Hampshire, PO9 2AX, Monday to Friday,
9am-5pm.
The Submission Core Strategy including the
Schedule of Changes and the Proposals Map will be available for
inspection at libraries listed overleaf and on the mobile
library. It will be available at Waterlooville Community
Centre while Waterlooville library is closed for
refurbishment. Submission Core Strategy DVDs with copies of
all the Submission documents will also be available at the
libraries. The deposit point addresses and their opening times

Change of Government - Will it affect Havant Borough Council's
Local Development Framework?
On the 6 July the Secretary of State formally
revoked the regional spatial strategies with the aim of returning
decision making powers on housing and planning to local
councils.
We have taken guidance and advice from both
the Government Office for the South East and sought an independent
legal opinion both of whom advise that we should continue to
progress our Core Strategy.

Core Strategy – Comments relating to the Impact of the Revocation
of the South East Plan’ can be viewed online here along with
further advice given to Havant Borough Council by QC, Peter
Towler, regarding the implications of the abolition of the
South East Plan (SEP).
The council considers that whilst the
revocation of the SEP has created some uncertainty, much of the SEP
is covered by existing national policy or the Havant Core Strategy
has provided a local policy position. An initial view is that the
comprehensive evidence that justifies the policies in the Core
Strategy remains sound. The Core Strategy is aimed at creating a
sustainable borough where local communities will see change for the
better with new jobs, homes and facilities delivered where they are
locally needed. The council would therefore seek the Inspector's
support in charting a positive path through the current policy
uncertainty to enable the borough to continue the positive planning
of the local area.

Public Service Village Update
Havant Borough Council has started work preparing for the
refurbishment and extension of the Civic Offices from October this
year.
By September 2011 services provided by Havant Borough Council,
Connexions, Citizens Advice Bureau (CAB), the National Health
Service (NHS) Learning & Disability Team and Hampshire County
Council’s Children’s and Adult Services will be brought together in
the refurbished building.
During the construction and refurbishment works services to the
public provided by Havant Borough Council and
CAB will continue from the Civic Offices
although there will be changes to:
- layout of reception
- car parking arrangements for visitors and staff
- location of staff teams
- location of committee and other meetings held by the
council.
The NHS Learning Disability Service,
which currently operates from the Civic Offices will temporarily
relocate to offices in River Way, Havant, during the
refurbishment.
More than just refurbishment of the Civic Offices
The refurbishment of the Civic Offices, Phase 1 of the Public
Service Village site is intended to attract other investors to the
wider Civic campus area, leading to new development.
Havant Borough Council has produced the PSV
Supplementary Planning Document to guide the development and growth
in the wider public service village area beyond Phase 1. This
includes land and car parks associated with the Civic Offices and
other land and buildings in the immediate area. This guidance is
for developers, landowners, councillors, interest groups and
members of the general public.
