Rubbish and Recycling Collection Changes
Havant Borough Council is making changes to the rubbish and
recycling collection service as part of its approach to reducing
the council’s carbon footprint, as well as providing a more cost
effective well-defined service.
The new improved service will mean that collection times and
days may change from October 2010.
Residents in the borough will receive a letter during September
with exact details of how these changes may affect them.

Why is Havant Borough Council making changes to the
collection service?
Following the successful introduction of Alternate Weekly
Collections in the borough, Havant Borough Council now needs to
make your rubbish and recycling collections more efficient.
We need to do this for the following reasons:
· To provide a more cost effective well-defined service, keeping
Council Tax increases to a minimum.
· To reduce Havant Borough Council’s Carbon Footprint, making us
more environmentally friendly.
Who will be affected by these changes?
Not everyone will have a change in collection day, but the times
in which your bins are collected may change.
What do the changes mean to me?
You will continue to have your rubbish and recycling collected
on alternate weeks that will not change.
What may change is your collection day, and time.
When do the changes start and how do I know when to put
out my bins?
The change will start week commencing the Monday 4th October
2010.
You will receive a letter in September, informing you of your
last collection under the old scheduled collection day, and what
your new collection day will be. You will be informed whether to
present rubbish or recycling to coincide with the new rounds.
Will this change effect my Garden Waste
collection?
No, this will not effect your Garden Waste collection day, this
will remain the same.
Will I get a new calendar, similar to the one I get at
Christmas with the collection days on it?
For this year only you will receive the calendar information as
part of the letter detailing your new rounds (which you will
receive early September 2010) and have the opportunity to tear out
a recycling calendar in the winter edition of council magazine
‘Serving You’.
This will detail your collection days for the forthcoming year
and any changes to collections over the festive season.
You will no longer receive a separate calendar every Christmas;
a calendar will be printed in the winter edition of the council’s
magazine Serving You and will also appear on the council’s
website.
Will my collection day change again when it’s a Bank
Holiday?
No, your collection day will stay the same on or following any
Bank Holiday throughout the year. The only time your collection day
may change will be over the Christmas holidays.
However during the Christmas period 2010 there will be NO change
to collection days.
What will be my new collection day?
You will be notified by letter from Havant Borough Council
during September of any change to your collection day.
What time will my collection be?
Times of collection may change and can vary any time of the year
due to vehicle breakdowns, change in weather conditions etc.
Therefore bins must be presented for collection by 7am on your
scheduled day.
If your bin in not presented at the boundary of your property
(or a pre-arranged place) it will result in non-collection and we
will not be able to return for a further two weeks.
What happens if my bin collection gets
missed?
If you notify us within 24 hours of collection that your bin has
not been emptied and there is a valid reason stated by the
collection crew i.e. recycling contaminated, bin not presented then
we will not return and you will need to make your
own arrangements to dispose of your waste.
Recycling can be presented for the next recycling collection, as
long as the non-recyclable items are removed and placed in the
rubbish bin. You will be informed as to why your recycling bin has
not been emptied.

Is the council just doing this to save
money?
That's one reason; this will help keep any increase in council
tax to a minimum, and allow Havant Borough Council to keep the
collection service in-house and offer a cost efficient service,
rather than have it contracted out.
By changing the bin collection rounds, we can be more efficient
with time, resources and fuel consumption.
Will I have different bins?
No, you will continue to use your existing bins for rubbish and
recycling collections e.g. 240 litre grey rubbish bin and your 240
litre recycling bin with a green lid.
I live in a flat, what changes will I
experience?
If the changes affect your property you will be notified during
September by a letter from Havant Borough Council.
What can I put in my recycling bin?
- Clean paper and card including:

What happens if I put the wrong waste in the wrong
bin?
It is important for the sorting process at the Material Recovery
Facility (MRF) that the correct materials are placed clean and
loose in your recycling bin, if there is an unreasonable amount of
non-recyclables placed in your bin the crew will not empty. You
will be informed of the items that should not have been placed in
the bin and asked to remove them before your next scheduled
collection day.
The following materials MUST NOT be placed in
any of the wheeled bin provided:
- Soil/Stone/Rubble
- Hot Ashes
- Waste oil
- Infectious Clinical Waste e.g. needles and other
Healthcare waste
- Paint/Chemicals
- Garden Waste
- Scrap Metal
- Commercial/Industrial Waste
- Poisonous and Noxious Waste
What can I do with my garden waste?
The Council operate a chargeable garden waste collection
service, please use the link Garden Waste Collection Service for more

Alternatively you can take your garden waste to your local
Household Waste Recycling Centre (external link).
All garden waste collected above is recycled into a soil
conditioner called ‘Pro Grow’ which is sold at Household
Waste and Recycling Centres (external link), and garden
centre’s across Hampshire.
Why doesn't Havant Borough Council collect
glass?
We do not currently collect glass in the same way as we collect
your rubbish and recycling because of the cost to implement and run
the service. We do however have over 45 'Recycling Sites' in the
borough, which have bottle banks for different coloured glass as
well as clothing banks and other types of recycling banks.
Locations for these sites can be found by clicking on Recycling
Centres or can be available in a leaflet by contacting Customer
Services.
