What is anti-social behaviour?
Anti-social behaviour is virtually any
intimidating or threatening activity that scares you or damages
your quality of life. Examples include:
- Rowdy, noisy behaviour
- 'Yobbish' behaviour
- Vandalism, graffiti and fly-posting
- Dealing or buying drugs on the street
- Fly-tipping rubbish
- Aggressive begging
- Street drinking
- Setting off fireworks late at night
Anti-social behaviour doesn't just make life
unpleasant. It holds back the regeneration of disadvantaged areas
and creates an environment where more serious crime can take
hold. It has a negative effect on many people’s lives, and
the Safer Havant Partnership is committed to tackling it.
How can I report anti-social behaviour?
If in the last six months you have
experienced persistent Anti-Social Behaviour that is disrupting the
lives of the community, then we need to know about it. There
are a number of ways that you can let us know about
the problems you are experiencing:
Call 999 in an emergency only. That means if
life is threatened, people are injured, or a crime is currently in
progress.
Call 101 to report anti-social behaviour,
including drunken and rowdy groups and inconsiderate behaviour.
Call 0845 045 4545 to report other criminal
activity or to pass on a message to a member of staff at Hampshire
Constabulary.
Havant Borough Council can deal with a number of anti-social
behaviour issues including litter, abandoned vehicles, noise

If you feel worried about reporting an issue to the police you
can call Crimestoppers on 0800 555 111 to make an anonymous
report. You can also fill in an anonymous online
reporting form by following the link below. Crimestoppers
will never ask you for your name, you will not have to make a
statement to the police and will never have to give evidence in
court. Crimestoppers will record
your information then pass it on to the police or

If you are experiencing ongoing and persistent
anti-social behaviour you should also collect your own evidence in
the form of diary sheets, which can be passed to your local police
officer. If you do not know who this is you can enquire at
your local police station and someone will help you. This
evidence can also be used if an Anti-Social Behaviour Order (ASBO)
is applied for through the courts. Follow the links below for

What happens after I report an anti-social behaviour
issue?
Individuals who are committing serious
anti-social behaviour can be controlled by police using a wide
range of methods. Some of the most effective interventions are
those that directly engage the individual and lead them to change
their own behaviour.
The range of interventions include:
- warning letters and interviews
- acceptable behaviour agreements and parenting contracts
- fixed penalty notices
- parenting orders, individual support orders, noise abatement
notices
- injunctions, dispersal powers
- anti-social behaviour orders (commonly called ASBOs)
- premises closure orders
- possession proceedings against a tenant
What support is available for the victims of
antisocial behaviour?
Victim Support offers a free and confidential
service to all who are impacted by crime no matter when the
incident happened or whether the matter was reported to the Police.
Their service offers emotional support and practical help to all at
a time when choices and options have often been taken away as a
result of a crime.
