Pre-application Advice and Charges
The Council has revised pre-application advice
charges and implemented charges from the 1st April
2012.
The Council has a chargeable Pre-application Advice Service
which is designed to provide consistent, quality advice on proposed
developments.
The Council are committed to providing a high quality
pre-application service. In order to achieve the maximum
benefits from pre-application discussions the Applicant and the
Council need to ensure that they are fully prepared for the
discussions. The Planning
Pre-application Advice Guidance Note sets out the
charges, how pre-application advice will be provided,
information required by the Council, and the timescales in which
the Council aim to respond.
Payment must be made before any meeting or discussion takes
place and no meeting will be arranged without payment having first
been agreed. Payment can be made over the telephone or by
cheque made payable to Havant Borough Council.
The advice will be given in good faith on a
‘without prejudice’ basis. It cannot bind or oblige the Council to
make any particular decision. The advice is no substitute for
applicants undertaking their own investigative or surveying work.
It is the applicant’s responsibility to ensure that any subsequent
planning application is properly detailed and explained and that it
complies with all our adopted guidelines and policies.

The Environment Agency have released a
Pre-Application Planning Enquiry Form, which is designed to be used
by members of the public, developers, and Local Planning
Authorities when consulting the Environment Agency on a development
proposal prior to submitting a planning application. The
