Pre-application Advice and Charges

Please be aware that the Council is currently reviewing its pre-application advice charges.  The revised pricing schedule will be implemented on or before 1 April 2012.

 

The Council has a chargeable Pre-application Advice Service which is designed to provide consistent, quality advice on proposed developments.

 

Pre-application advice on the following proposals will currently be free of charge:

  • proposals involving householder extensions and alterations. For the avoidance of doubt this includes all outbuildings, granny annexes, extensions, roof extensions and alterations, hardstandings, satellite dishes, flues, balconies, fences/walls, solar panels and similar energy efficiency proposals provided at a residential property in connection with the enjoyment of the property;
  • proposals on behalf of community uses which are non-profiting making and minor housing schemes that involve 100% affordable housing;
  • works relating solely to trees;
  • works relating solely to Listed Buildings; and
  • lawful Use Certificates.

For all other development types, a fee is required as detailed in the Pre-application Advice Customer Charter.

 

Payment must be made before any meeting or discussion takes place and no meeting will be arranged without payment having first been agreed. The cheque is payable to Havant Borough Council. In order to ensure that the pre-application advice request is 'valid' with sufficient information, a completed Pre-application Advice Request Form must be submitted together with the relevant fee.

 

The Council are committed to providing a high quality pre-application service.  In order to achieve the maximum benefits from pre-application discussions the Applicant and the Council need to ensure that they are fully prepared for the discussions.  The Customer Charter set outs how pre-application advice will be provided, information required by the Council, and the timescales in which the Council aim to respond.   

 

The advice will be given in good faith on a ‘without prejudice’ basis. It cannot bind or oblige the Council to make any particular decision. The advice is no substitute for applicants undertaking their own investigative or surveying work. It is the applicant’s responsibility to ensure that any subsequent planning application is properly detailed and explained and that it complies with all our adopted guidelines and policies.

The Environment Agency have released a Pre-Application Planning Enquiry Form, which is designed to be used by members of the public, developers, and Local Planning Authorities when consulting the Environment Agency on a development proposal prior to submitting a planning application.  The Environment Agency website has copies of this Pre-Application Enquiry Form (External Website).
