Community Governance Review outcomes

Following a meeting of Full Council on 22 July 2026, new parish councils will be created in both Emsworth and Hayling Island.

Havant Borough Council officers will now begin work to prepare and finalise the required Reorganisation Order to implement the changes and establish the parish councils.

What are Community Governance Reviews (CGRs)? 

This statutory process, triggered by residents in Emsworth and Hayling Island, allows the council to consider whether changes are needed to the way local communities are represented and governed. 

The reviews look at whether new parish councils should be created for Emsworth and/or Hayling Island, whether alternative forms of community representation would be more appropriate or whether no change to local governance is preferred.

Next steps

Following the end of the second phase of consultation, the results will be analysed and presented to Full Council for a final decision.
